The Department of Energy sets energy conservation standards for HVAC units, and manufacturers are required to produce units that meet or exceed those standards. North Carolina is in the southeast region, and the new standards that are expected to go into effect soon will require at least a 14.5 SEER for new HVAC systems and 15 SEER for heat pumps.
The rule of thumb for installing a new HVAC system is to get the highest SEER you can that fits into your budget. Not only will you enjoy the most utility cost savings, but your home will also feel more comfortable and enjoyable.
